CLEO PROPERTY SERVICE AND HOME STORE
TERMS OF SERVICE
1. Deposits, Scheduling, and Cancellation
A deposit equal to sixty percent (60%) of the total contract amount is required to secure a project start date and reserve labor, materials, and scheduling resources.
Upon receipt of the deposit, the customer shall have forty-eight (48) hours to cancel the project and receive a full refund of the deposit.
After the initial forty-eight (48) hour cancellation period, eighty percent (80%) of the deposit will be refunded. The remaining twenty percent (20%) shall be retained by Cleo Property Service and Home Store to cover administrative expenses, scheduling costs, estimating, project preparation, and lost scheduling opportunities.
Any line items removed from the original proposal after acceptance of the contract may be subject to administrative fees and adjustments to the deposit refund calculation.
Customers may request a change to their project start date at any time. Cleo Property Service will make reasonable efforts to accommodate scheduling changes; however, revised start dates shall be subject to availability. Customers acknowledge that project schedules may be booked several weeks or months in advance.
2. Final Payment Authorization
Unless otherwise agreed to in writing, the final balance is due immediately upon substantial completion of the project.
Substantial completion shall mean that the contracted scope of work has been completed sufficiently for its intended use, notwithstanding minor punch-list items, cosmetic touch-ups, warranty items, or non-material deficiencies.
Customer authorizes Cleo Property Service to process payment using any credit card, debit card, ACH account, or payment method previously provided and maintained on file for the project.
Should payment not be received upon completion, Cleo Property Service reserves the right to charge the payment method on file for the outstanding balance and pursue any additional collection remedies available under applicable law.
Customer agrees to pay all reasonable collection costs, administrative fees, court costs, attorney’s fees, and expenses incurred in collecting unpaid balances to the fullest extent permitted by law.
3. Change Orders and Project Modifications
Any work requested by the customer that differs from the original proposal shall constitute a change order.
Change orders may be approved verbally, electronically, by text message, email, invoice approval, or written authorization.
Customer acknowledges that project pricing may change as a result of modifications, additions, deletions, unforeseen conditions, concealed conditions, or customer-requested revisions.
Cleo Property Service maintains detailed records of all invoices, credits, change orders, communications, and project modifications. Such records shall govern in the event of any dispute concerning project scope or pricing.
4. Popcorn Ceiling Removal Acknowledgment
Quoted popcorn ceiling removal pricing applies to standard, non-painted popcorn ceilings and non-painted perlite ceiling finishes.
If Cleo Property Service determines upon inspection that the ceiling has been previously painted, sealed, coated, or otherwise altered, the customer shall have the following options:
- Pay an additional removal fee of $150.00 per room; or
- Cancel the popcorn removal portion of the project and receive a full refund of the popcorn removal charges.
5. Cleaning, Debris, and Disposal
Cleo Property Service shall provide basic construction cleanup related to the work performed.
Customer acknowledges that construction dust may remain after completion of demolition, popcorn removal, drywall repair, painting, flooring installation, or renovation work.
Customers are encouraged to hire a professional post-construction cleaning company for detailed cleaning services.
Unless specifically included in the contract, Cleo Property Service shall not be responsible for:
- Deep cleaning;
- Window cleaning;
- HVAC duct cleaning;
- Air quality remediation;
- Removal of customer-generated trash.
Construction debris generated by Cleo Property Service will be bagged and placed in an approved collection area or curbside location when permitted.
Trash hauling, dumpster services, dump fees, and debris removal beyond standard bagging are not included unless specifically stated in writing.
6. Paint and Surface Conditions
Customer acknowledges that tape removal, surface preparation, wallpaper removal, texture removal, and similar activities may expose latent defects in previously painted surfaces.
Cleo Property Service shall not be responsible for peeling, delamination, paint failure, drywall damage, or other pre-existing surface defects resulting from prior paint applications, poor substrate conditions, moisture intrusion, or improper previous repairs.
As a courtesy, Cleo Property Service may perform minor touch-up repairs where feasible; however, customer shall provide matching paint if required.
7. Home Store Purchases and Returns
Customers may cancel any Home Store purchase and receive a full refund at any time prior to issuance of a shipping or tracking number.
Once a tracking number has been issued, the product shall be deemed in transit.
Customers may still request cancellation after shipment; however, any return shipping costs, carrier cancellation fees, restocking fees, delivery fees, and handling charges shall be deducted from the refund.
If the product has been delivered, the customer shall be responsible for returning the item in its original condition before a refund is issued.
A full refund and prepaid return label shall be provided if:
- The item delivered does not match the item ordered;
- The item arrives damaged;
- The item is defective upon delivery.
Returned merchandise must be returned in substantially the same condition as received.
8. Disputes and Chargebacks
Customer agrees to provide Cleo Property Service with a reasonable opportunity to inspect and address any concerns regarding workmanship prior to initiating a chargeback, payment dispute, or legal action.
Initiation of a chargeback shall not relieve the customer of contractual payment obligations.
In the event a chargeback is filed for services rendered or products delivered, Cleo Property Service reserves the right to submit contracts, invoices, change orders, photographs, communications, payment records, and other supporting documentation to contest the dispute.
9. Acceptance
By paying a deposit, electronically approving a proposal, signing a contract, authorizing work to begin, or making payment, the customer acknowledges that they have read, understood, and agreed to these Terms of Service.
